The risk here is very close to zero. It is technically possible for pre-ejaculate to contain some sperm, especially if someone has ejaculated recently. This can pose a risk of pregnancy if there is direct contact between the pre-ejaculated and the vagina/vulva. But in this situation, if there was any pre-ejaculate at all, it was tranferred to his hand first. This is a lot of steps, and it makes pregnancy very unlikely. I wouldn't worry.
