Generally speaking, it's not any harder to masturbate without a foreskin than with one, and you don't need any special supplies in order to do so (unless you're counting lube as a special supply, but that's something that makes masturbation more comfortable regardless of whether a person is circumcised).

Yep, you can get lube because there isn't an age limit on who can buy it. You can find lube at pretty much any drugstore, grocery store, or big box store (like Wal-Mart or Target).
