I think one of the reasons you're finding it difficult to find an answer is because there isn't a clear, universally applicable one. We can generalize a little bit, but there isn't really a set formula for how people come. In general, it is true that many people with vaginas won't climax from PIV sex alone, and in general, it is true that people are more likely to orgasm from clitoral stimulation than vaginal stimulation, but that still leaves room for a lot of variation. (I'd say that's a good thing)
We've mostly discussed sex that involves the genitals here, so I think it is important to remember that arousal and pleasure are experiences that involve the whole body and mind- exploring other pleasurable sensations and areas of the body, and being mentally engaged can help a lot with reaching climax.

(I'm assuming you mean before or after PIV sex, let me know if I'm mistaken.) I'd say it can be done at any time, based on the preferences of the people having sex.
