Hi! I like to overthink a lot!
Basically my boyfriend and I messed around and I was touching him down there and precum was probably present with some of my saliva.. and then a few minutes later I kinda touched the outside of my shorts.. I had shorts, my underwear, and a tampon in, this was on Thursday, and it’s not Sunday night, basically I was wondering if precum cold travel all the way up through my clothes and tampon and get me pregnant? Sorry for such a weird question!

Anyway, in short, the answer to your question is absolutely not. It's not a weird question but thankfully sperm and pre-ejaculate don't work the way you're imagining.

I'd say every single step in the situation you're describing would be a death sentence for any sperm which was present, and that's if there was any sperm present. That's usually only the case if the person has actually ejaculated recently, or if they've actually ejaculated and mistaken it for precum or been dishonest. But no, even with sperm present, those guys don't stand a chance against being mixed with saliva, leaving the body, and ending up on clothes, having no hope whatsover of traveling anywhere, let alone through multiple layers of clothing.
