I know this is a weird and kinda dumb question but for personal cross dressing reasons I need to know how to make a skirt with no sewing, textile experience and no fabric to work with besides like an old shirt and maybe a towel

Have you looked up directions for how to make a circle skirt? They're fairly simple (some minor sewing is still needed) and you can usually make them from different types of fabric.
