Pre cum inconsistencies

So I've been hearing a lot about precum lately some say it can only pick up sperm from the urethra and some say there is some mixed in with the fluid, my mom has told me it doesn't happen but the girl in my neighborhood was apparently impregnated by it I just want to get some clarification on if there really is sperm or not

Also I was wondering if sperm died when it hits air or if that's a myth

Pre-cum or pre-ejaculate doesn't contain sperm all by itself, no. It can pick up sperm on the way out of the urethra though which is why it can pose a pregnancy risk, and one of the reasons why the withdrawal method (pulling out) isn't 100% effective as a method of birth control.
It isn't true that sperm die when they hit air. However, there are a lot of things that are needed for sperm to be viable to help create a pregnancy, and once ejaculate leaves the body, the specific environment that sperm need gets interrupted. These articles have more information about that:

So say if there could have been a little bit of it on someone's finger when they fingered you but they may or may not have wiped it off on something would that be viable

Or like if the fluid it was in dried up with the sperm still be able to swim if they came into contact with another fluid

Did you have a look through those two articles? They explain exactly what's needed for sperm to stay viable, and what's needed for pregnancy to happen.
