"The pregnancy panic companion" question

Hello!
In "The Pregnancy Panic Companion" article posted by Scarleteen, there was a list that was stating situations where pregnancy would NOT be resulted in.
One of the situations that the article stated was "sitting on somewhere where someone did or may have ejaculated." I just wanted to get clarification on that. Is that talking about sitting on an area where someone has ejaculated on? Like sitting directly on cum?

And direct would be defined as a completely naked vulva in contact with the area with ejaculation, right?

Also, is this statement including all time frames? In other words, would this still hold true whether the ejaculation was freshly wet or if it was dry?

And is this statement true because the pre-ejaculate would not have been able to survive well enough for pregnancy to occur, or is it because the pre-ejaculate wouldn't be able to reach deep enough inside the vulva?
