I think Sam means, are you trying different ways of masturbating? Some men find the traditional motion to be boring or not good enough, so trying other ways to masturbate/feel sexual pleasure might be helpful.
I also think it's important to ask: are you enjoying the experience (minus the part where you can't climax) or are you focused on the end goal? Perhaps you are putting too much pressure on yourself to nut and as a result, you're getting in your own way mentally.
Also, are you squeezing too hard towards the tip of your penis? That is one way people prevent cumming too soon. You might be accidentally preventing yourself from ejaculating.

Extra to what's already been said, I'd like to back up to a couple of more basic things.
When you say you can't "bust", do you mean you can't ejaculate? Just checking, because there's lots and lots of different ways of talking about sexual things, and sometimes the same words mean different things to different people!
If you're saying that you can't ejaculate: it's very possible that ejaculation is something that your body simply doesn't do yet, and/or is something that you don't yet have any control over. That's very normal and natural
Puberty lasts for years for everyone, and ejaculation is one of the later things to start happening. For people with penises, it's not uncommon for ejaculation to only start in the mid or later teens. When it does start, it's common to happen first completely spontaneously while you're asleep ("wet dreams") for a while, before it ever happens while you're actually thinking about sex and being sexual.
If you've not started ejaculating yet, there isn't anything to do to make it happen, and there's no need to do anything. Bodies have a life of their own - at all times, really, but especially during the years of puberty! - and your body will simply develop with this in its own time when it's ready.
