The white stuff you're seeing is likely ejaculate (or pre-ejaculate if it happens early on while you're masturbating). As for the surprise erections, that's pretty common for someone who is hitting puberty. From my understanding, as long as masturbating doesn't get in the way of other things you need/want to do (i.e. school) then you can do it as often as you like.
