I took my birth control with Dr Pepper and it fizzed up in my mouth. Is it still effective?

As long as you didn't throw up your pill, it should still have gotten in to your system, but it would be a good idea to check in with a pharmacist. They're the people who have the best information about medications and whether things like this will affect them.
