Dry humping clarification about prior posts

Is dry humping considered safe if only one partner is wearing just (men's) underwear and the other (female) partner is wearing nothing? What if some liquid seeps through? I ask because it seems like there are different bits of information on this bored that mention 2 pieces of clothing, each partner wearing something, or one person wearing layers etc. It confuses me because your site also says one piece of clothing is enough but mentions shorts, not boxers briefs? Does it make a difference in risk?

And do those shorts have underwear underneath them? Because most people wear underwear under their shorts in the first place to my understanding.
