So I've seen a few movies where the guy, fully clothed, says, when things heat up, that he's already wearing a condom. Isthat even possible? Wouldn't that mean he was erect the entire day?

That would certainly be unlikely, unusual, and yes, also not a good way to assure a condom is effective (and also not covered with lint!). Someone doesn't have to stay erect to keep a condom on necessarily, but it is pretty likely to slip off in time if someone loses their erection.
