These are two different things and there really isn't a universal "best" option.
Having sex with someone else, whether they're a dating partner or a sex worker, is going to be different from masturbation; one isn't better than the other, but you might prefer one overall, or be in the mood for partnered sex one time and masturbation with toys another time.
Just like with most sexual things, there really isn't a best way to be sexual because people's preferences and experiences are going to vary.

What exactly are you concerned with in terms of safety? It's important to practice safer sex with any partner you aren't being monogamous with; do you have a concern beyond that?
