Can a 13 year old have sex?

The short answer is yes, someone who is 13 can be, and are, sexually active. The longer answer is that whether or not someone who is 13 is in a place in their lives where they're ready to be sexually active depends on a whole bunch of different factors, and what's the "right" choice for one person at 13 may be the completely wrong choice for someone else at that same age.
