You can buy things like lubricant and condoms at any age in the UK, the only thing there might be limits on are actual sex toys, but there are plenty of household things that can be the right shape for anal play, and they can be made body safe if you put a condom on whatever it is.

I would warn that the digestive tract, of which the anus is the end goes on for meters and meters inside your body. So it's worth making sure nothing gets pushed all the way in otherwise it can get lost and a pretty embarassing visit to A&E is likely.
