I think one of the reasons you're finding it difficult to find an answer is because there isn't a clear, universally applicable one. We can generalize a little bit, but there isn't really a set formula for how people come. In general, it is true that many people with vaginas won't climax from PIV sex alone, and in general, it is true that people are more likely to orgasm from clitoral stimulation than vaginal stimulation, but that still leaves room for a lot of variation.
