What happens for people before or between periods varies widely. Some women experience this, yes. It could also just be that for whatever reason - food choices, changes within your body, etc. that you happen to be bloated right now.
If it doesn't challenge you, it doesn't change you.

my boyfriend fingered me but didn't have any pre cum or anything wet on his fingers
there's no pregnancy risk, correct?
